Multiple Rat Burrows throughout dwelling exterior garden

Rat bites: [No] Rats in the house: [No] Rats outside of property: [No] What is the nature of the problem: [Constituent states neighbors do not cover their trash barrels and it is causing rodents to burrough on their properties and neighboring ones as well. Have tried speaking with tenants about this and they said barrels are expensive. Rodents are burroughing into neighboring homes and neighbors have to hire pest control companies due to this. Seeing if anything can please be done to help with this. Case sent to CE as well, case #101006601021]
