- What is the nature of the problem: [Constituent states neighbor is constantly working on his cars in the road and spilling oil into the street. They are both vintage cars. One there now is a blue cadillac with a white top. He is not currently working on the cars but there are oil spills in the road. Case sent to BFD as well, case #BCS-00206981]
