- My neighbor at #61 Langley Bri is a hoarder and many neighbors have reported the state of the property at #61. But today I saw the neighbor carrying a dead rate and then tossing it into her yard on the left side of the house. I was not able to get a picture of her doing it. But here is a picture of one part of the property. The owner has been cited several weeks ago but no changes by the owner have been made. Because of the actions of this neighbor, keeping a squalid property, rats are attracted and I have found two dead rats in front of my house in the last few days.
