Case Resolved | I spoke with the 311 reporter by phone earlier. Looks like PO Porter (CSO) did as well. (He may have spoken to the landlord as well). I explained to her that we can't tow from private property but we would be happy to come by and run the VIN for a stolen status. (It had no plate). We sent a car. It was off the street on the private shared. It was not stolen. But the service car located the owner (who lived across the street), and it was being stored there with permission from a tenant. Scenario is resolved. I called the 311 reporter back as a follow up. She was happy and appreciative. She (it turns out) knew the neighbor who owned the car and just didn't know it was his.
