    The tenants at 16 Bird Street consistently overload their trash barrels so that they are overflowing and bags of garbage are left on the ground. Today, there is a large garbage bag on the ground at the right of the house, and it has been eaten through. I have seen rats on the walkways between 16 and 14 Bird Street. The problem doesn't seem to be that the landlord has not supplied an adequate number of trash barrels, but more that the tenants won't walk past the full ones to the next empty one.
