Commercial vehicles only parking only taken by regular license plates vehicles

There are normally two signs (before and after) the driveway to the parking lot. The one after was damaged and taken down . I took pictures of the before sign (still standing) and the after sign (taken down). There are cars parking there now that impedes the driveway. Thank you.

I love at the east end of Revere Street. We have a recurring problem where an individual (or individuals) are ripping open trash bags overnight. This creates a series of problems: (1) they wake people up, clinking cans overnight. (2) they create a mess of trash, which the trash guys get frustrated about and don't always pick up (3) the mess attracts rodents, and (4) the city issues citations to the building for "improper trash disposal". This has been going on for a while, with no improvement. It happens every trash day (overnight Sunday-Monday and Thursday-Friday). Can something be done?
