Illegally Blocked Sidewalk

Description: Still no signage. Still no temporary ramps. Still no protected pedestrian path of travel. Contractor/ developer has made no attempt at rodent control, dust control for demolition of garage or loam excavation. Construction going on with out a prominently displayed Building Permit or contact number. Contractor/ developer has gone so far as coning off parking spaces for themselves with out any of those pesky Occupancy permits, in a neighborhood starving for parking spaces and little or no BTD enforcement. Please advise.
