Customer thought there may have been tampering with the meters because black voided seals were over the key mechanism of the gas pump.

Constituent reports she is being over charged for her gas and electricity. Constituent states that she thinks that she pays for gas and electricity for the hallway but also her upstairs neighbor. Constituent also reports she contacted National Grid and Eversource who told her that ISD needs to come inspect her apartment before they can refund her. Constituent would like in inspection of her place because she was being overcharged the whole last year.
