Purchased $10.00 worth of gas but didn't receive it.

Where is the Gas Station: [Basement] Pump Number: [Unknown] Type of Gasoline: [Unknown] When did this happen: [2012-12-11] Detail Information: [I live in this residence, and it is been happening that the heat meter is all the way to 80 degrees but the apartment still is very cold and we used electrical heater since we have called the landlord and they send the same person who doesn't fix it correctly. The water gets cold right away and only one person can get a shower at the time. We have to wait about an hour for the water to get hot again. This been happening since around December 2012, and like I mentioned it continues to be defected. I need an inspector to look at this problem in order to find out what is the issue with the gas.]
