This trash barrel is emptied regularly (and we appreciate that) however, there is a ton of mushy wet garbage stuck underneath it. Can this be cleared out at the next trash pick up?

Overflowing dog waste & garbage around the garbage can on the corner of pond st & Columbia road across from the school. See picture. People can’t throw their dog waste bags in the bin they drop they around the bin. It’s a bio hazard for the kids who cross the street to get to school here. The crossing guard told me to report this see picture.
